Work Zone Safety and Mobility Guideline (Part 1)

Dhaka Transport Coordination Authority (DTCA) - Organizational Body;

This Guideline is prepared under the “Road Safety Management and Capacity Building Project”. Dhaka Transport Coordination Authority (DTCA), Road Transport and Highways Division, Ministry of Road Transport and Bridges, Government of the People’s Republic of Bangladesh is the Client of the project. The Accident Research Institute (ARI) of Bangladesh University of Engineering and Technology (BUET), represented by the Bureau of Research, Testing and Consultation (BRTC), BUET carried out the key activities of the project as the consultant. The project was inaugurated on 23 July 2020 and is expected to be accomplished by April 2022.
One of the main objectives of the project is to develop “Work Zone Safety and Mobility Guideline”. The guideline is prepared considering the well-established work zone safety practices of many developed and developing countries. It has outlined the basic components of a work zone, traffic control devices used in road work zone, flagging procedures, work zone checklists and safety management issues, different templates, and case studies related to urban work zone. It can serve as a document for office reference for design and planning of traffic guidance schemes as well as a field guide for supervisors and contractors to implement the traffic guidance schemes and ensure safety of workers at the work zones. The temporary traffic control plans outlined in this guideline should be used with sound judgment. The aspects of the roadway environment such as roadway geometry, traffic volumes, pedestrian volume, traffic speed, roadside environment, time of day, weather etc. should all be considered when implementing the principles of this guidelines. The principles for temporary traffic control outlined in this guideline is intended to illustrate the basic principles of proper traffic control in a work zone but should not be taken as an absolute standard. It is expected that this guideline will serve as the fundamental tenet for work zone safety concept and measures needed in the urban area of Bangladesh.
